Does anyone use the red form of Loctite or Permatex threadlocker on muffler bolts?

I used Loctite 243 on the Jtech pitts muffler and they still work loose. Bought some Permatex permanent strength threadlocker but not sure about using it. I must say that I didn't have a muffler gasket on so that could have been the problem.

Any tips?
