Some people have been in contact with Sig and have been told it's coming. There's also an ad on page 102 of the current (Dec) Model Aviation magazine which confirms a new version with flaps.

Looks like Sig has a new version of the Rascal 110 due out soon.
This is great news, where did you find this out?
I had a look on their web site and it dosen't say anything about it there.
