I would not put bigger tires on.. The Muggy's achilles heal is gearing, which strains the clutch. Bigger wheels will make it worse. Put the 12T CB on, and check that the clutch is in good condition.. Slowness off the line could be down to several things - most likely a fried clutch, maybe a bad tune, etc..
