Default Newb?: Rustler Brushless Conversion

Hey guys.

First post here. Done lots of searching and reading around the web. Looking for some quick advice on converting my kid's standard Rustler to a brushless model. I've learned that I need a new ECM and motor setup. Been looking at the Castle Creations Sidewinder SC 3800kV which runs about $116 bucks.

Goals:
1. Cheap, but needs to be a solid setup. Looking to spend around $100 but am flexible.
2. Looking to bump up the torque and accelleration. Don't care about top speed as much, just want it to take off and launch better.
3. Waterproof as possible. He likds to drive in the snow and water puddles in the winter.
4. Complete setup. Hoping to open this Christmas morning and not need other parts to finish the upgrade.

Questions:
1. Is this setup waterproof or at least water resistant?
2. Gearing? Do Ineed a new gear of some kind to make it work with his existing setup?
3. Will it fit in his Rustler?
4. Will his non lipo batteries work with this setup?
5. Will his non 2.4ghz radio work with this setup?
6. Do Ineed a programmer?
7. Do Ineed the fan that it comes with?
