It appears that there's a tab (Great Planes Nylon Torque Bearing) that supports the wire to the bottom of the rudder. Instead of the bearing many at my club simply cut a strip of aluminum can about 1/4" wide by an 1"long and wrap it around the bottom of the rudder capturing the wire and then using a 2-56 bolt thru the 2 ends of the strip and the rudder. Encasing the wire in fuel tubing won't provide much (if any) cushoning as the vertical wire is inserted into the foot of the rudder. We just don't use the vertical bend and allow the aluminum strip to be the only method the secure the wire to the rudder. Now, a piece of fuel tubing will help isolate the rudder from abrubt hits on the tail wheel.
