Problem solved.

Someone suggested that channel 7 might be assigned to some switch, and it was. Must be a default setting in the trannie, for I've never used channel 7 or the switch it was assigned to. Deleting that assignment has allowed me to program it as Iwanted, with +100% for top and bottom stick positions, and 50% offset.
