I believe that is a misconception, the FAA can't accept nor will they accept anything, they are out of the loop since signing of the bill. Nothing need be presented to them
I think what John said makes sense however I see noneed to argue over this stuff we will all know when the rules get posted and become law in about a year.
HoweverI think we will find that most of us were right about somethings and wrong about others.
