David, I was puzzled by the same problem you had, and later found the above so true. At least two of them must be plugged in in order for the 1221 to properly power up. Do you have at least two satellite receivers plugged in?
I've never had an issue with the 1221s. During the build(s), I've only plugged in one satellite receiver to set up all my servos, and the 1221 has always powered up/binded just fine.
