So far I have test only the Record and the throttle works pretty fine. See this (not mine though):

I have couple of Winners and it seems that there are small differences in throttle barrel: instead of single venturi there is also one
about two millimeter diameter hole and one millimeter hole on sides for low rpm. These are drilled to 90 degrees compared to main venturi. So when the throttle is closed,
there is that smaller "venturi" for somewhat fixed idle. Also the throttle arm is positioned as mirror image compared to Record.
If you have crankcase for C/L without hole for throttle barrel, you should be very careful while drilling this. Also check
all the measurements carefully while doing the metal work - f.ex. venturi is not necessary just in center point of the throttle barrel (= left/ right direction - I have noticed that
there are minor differences between crankcase castings).
Originally the throttle arm was fixed to barrel by pressed collar, but I also soldered it to correct position because I didn't really get tight enough joint without this.
I will post here some pics later to give better idea about the Winner throttle arrangements.
