Found the culprit. The timing was set at 40deg BTDC. I had to stretch the holes in the sensor strap and was able to get the timing to 29deg. The one screw is tight up against the sensor sleeve. I set the plug gap to .024 and the engine now runs nice and smooth. I will run another couple tanks of gas thru it then adjust the needles for performance.
