You may gain some top end speed,  just because the engine is bigger doesnt nessarilly mean it will turn less rpms.  Many of the big block engines turn more rpms than the smallblock sport engines.  It just depends on the two engines you are comparing.  An Axial .28 would most certainly turn more rpms than your stock torq .21
