This is used for manual cool down and to blow out any excess kero in the event of a failed wet start.
So ... would it be a good idea to leave the throttle up for a few seconds on normal starts in order to blow out any residual fumes before pull it down to initializing the start-up sequence?
I have never found it necessary to do what you suggest. I have always had clean starts.
