Carstens Flying Models did reply to my email. The Windexcker Eagle plans are still available and they added them to the items in the online list. Iam not sure why they do not have their entire catalog available for online ordering but the older plans do not seem to appear in the list unless it is a popular plan.
At any rate, Flying Models does still offer the CF287 Windecker Eagle plan in case anyone is interested.

I sent them an email . I did find the Windecker still in the PDFcatalog they have online but the online order form does not give any provision for adding items that you know exist.
