Pretend that the timing is set at ZERO or Top Dead Center.... The woodruff key would be at 12 o-clock and the magnet at 6 o-clock and the sensor at 6 o-clock Correct...

NOW, Rotate the sensor only 28 degrees clockwise looking at the front of the engine . Now the magnet fires the sensor/spark plug 28 degrees before TDC.
