The fan, by itself, doesn'tcreate low pressure. But the low pressure takes place because of the actions of the fan. You see the fan creates a hole in the air. when this hole created air falls, flows, into this whole and the position of falling, flowing, becomes lower in pressure than atmospheric pressure.
