Yes it is a laquer based primer.
I also sand the primer with 240 paper before spraying the color coat. I have used latex and Krylon spray paint over the Dupli-Color with good results.
The 1/3 Waco is painted with latex, the 25% Waco with Krylon as well as the giant Stick.
