I mean the diameter of the larger screw itself is bigger than the hole that exists in the cyl flange.
I have come across this with the Mk 12/13 I have. (No, not your one!)

Just stick Mr Liner in Mr Three Jaw Chuck, tighten gently, and drill out holes with a twist drill mounted in an 'lectric drilling machine.
Twist drills are much harder than Burford liners.
