Did you tach the engine at low? What plug are you using? Fuel (brand, oil)?
Does the engine shut down when the needle is closed? Does it transition smoothly? I don't see a pressure line, do you have one going to the header or pipe?
I'd suggest taking the prop down to an 11x7 to 11x8 for a starters if the engine is newish and bring the rpm up by tuning the exhaust. You ought to be able to get it in the 14K+ rpm on an 11x7 when tuned.
I'm going to look for my instructions.
