So, I took the engine completely out and it still does it.......

Also, if you hold the front wheels the rear wheels will not roll and vis versa..... that's not right is it?
Since it has a transmission yes thats normal, it only does it when the wheels are turned? when they're straight does it roll smooth? Could be the diffs aren't shimmed properly.

Yes, only when the wheels are turned. Normal? Is this what people are referring to as ''center spool''?

A center spool is something you can put in a differential to lock it. I would take the diffs apart and makes sure all the gears are ok and shimmed properly and has grease or differential fluid. I cant imagine why it only does it when its turned unless the drive shafts are binding somewhere.
