I dont see any problem if you clearly state that you bought model airplane fuel (dont even mention nitro!) and show them, and then declare it and have your receipt. You will get charged 15% tax (gst and pst) but no duty, on the total amount, unless you get a nice customs agent and you are pleasent.
Each year from the Toledo show I bring back loads of stuff and in thelast 5 or 6 years only had to pay the tax 1 time (and my truck is ALLWAYS full of stuff). Each other time I had a nice chat with the agent, explained a few things about modelling and then was waved through with "have a nice day"...
