Really not sure I have seen a need for a separate forum dedicated to Hydrofoils.

Could be well served having a thread in the General, Electric, or Gas forum.

I have moderated the Boat forums for a half dozen years or so and have not seen more than a dozen threads in total in that time on hydrofoils.

I appreciate the suggestion but at this stage it would be a very very quiet forum section indeed.
