It probably is a good mineral base stock oil with Poly-Butene added to guard against exhaust blocking, hence semi-synthetic.
I would rather see a technical data sheet. In our engines we do not want to have low-viscosity oils due to our lack of good engine cooling. (fins are too small, user abuse as well)
