Here's a thought wouldn't a 10-15 mile an hour wind for a model be like flying the full scale in a hurricane or something close to it?
It seems entirely reasonable that if we can talk about scale flying speeds, then we can talk about scale wind speeds. I was once able to "hover" my model nearly vertically to the ground in a medium wind and it would have taken a powerful wind indeed (and a very skilled pilot) to have the same thing happen in full-scale.
