ill be driving it on pavement only. Just trying to get a but more steering control and actually seeing all 4 wheels stay on the ground when taking turns very soft. Seems like the front stays down but, the back left or right comes up depending on which way I'm turning.

If it's pavement only, then use stiff settings. If you don't have sway bars, use stiff ones.
