The idle mixture does not get turned any "number" of turns. When you set the idle mixture screw as shown in the picture posted above, you have it at its starting point, which is the middle of its adjustment range. The idle mixture screw will only turn 90-degees to either side of the middle adjustment point. Turning clockwise will lean the idle mixture, counter-clockwise will lean it.

If the engine has good fuel, good compression, and a good glow plug, it will run. If it will not fire at all, then it's not getting fuel. If it won't fire and fuel is spraying all over, then it's so rich that it's badly flooded.
