Cutting the slot all the way thru and into the open cavity won't hurt, just be sure to stick a pin thru the middle of each hinge so it stays centered. Drilling a hole does help the CA to wick in better but it's not really needed if you apply the CA carefully and give each drop a second or two to soak in.
