I agree with Jim. Use isn't abuse, else why buy? Our insurance premiums have been relatively flat over the life of the policy.
Living in areas prone to hurricanes & floods - areas where people live below sea level or on a beach, mudslides where people choose to live on cliffs & homes high up on dry midwest mountains that see fires every year - that would likely cause a policy to cost more.
