It sounds like the needle valve could be bad. If you put a piece of tuning on the fuel nipple and just blow into it, can you seal up the passage with the needle? You should. If the needle is defective, you might consider asking your seller for a refund. This little engine isn't worth putting much money into.
Jester, I found the problem. The O ring in the needle wouldn't allow the needle to seat fully. When it arrived it had the exhaust and needle removed. The O ring on the needle appeared to be flat and swollen for some reason. With the O ring fixed it's now shutting off properly when I blow air thru it. Today I'll fire her up.
