Jester, I found the problem. The O ring in the needle wouldn't allow the needle to seat fully. When it arrived it had the exhaust and needle removed. The O ring on the needle appeared to be flat and swollen for some reason. With the O ring fixed it's now shutting off properly when I blow air thru it. Today I'll fire her up.
