Strong hinges don't prevent flutter. Maybe stiff ones do, but not slick ones.

Flutter can be caused by a number of things......loose servos, slop in linkages, wimpy hinging methods, etc. Eliminating each of these will eliminate flutter.
This method is in fact a strong, flutter proof hinging method.
