Yes they do. The internal resistance rises when they are cold and in turn they don't perform as well. Keep them in your pocket along with a chemical hand warmer and that will help a little.

The performance dive happens during use. At these temps, I'm turning on the ESC and mounting the body in the house, then stepping out and letting it loose.
I did notice that this battery isn't getting warm enough to melt any of the snow that gets on it, so I wouldn't doubt its cooling too much. Heck, even the motor and ESC where not melting any snow that got on them. Unfortunately the tallest gearing I have is 26/76 on this rustler, so I can't push it any harder.
