Yes, a new prop that has not been properly reamed with a prop reamer will often do this. The same applies to spinner back plates that are not a free sliding fit will contribute also.

For example a new APC prop and many others in the 1/4 inch shaft size will not completely slide on and what the fellows will do is start screwing the prop on instead of reaming it. When you do this and try to depend on the prop nut to tighten the prop aginst the prop bushing then it cannot acheve enough pressure aginst the bushing to stop the spinning.

Ream the prop with an appropriate prop reamer and the problem will go away.
