A Saito using excess fuel usually has the low speed needle set too tich. The low speed needle controls the fuel mixture for about 85% of the throttle range. So, it has a huge effect on fuel economy or the lack of it. Set it with high speed needle at full peak. Since the HS needle has a fixed, (immovable) seat, it won't change while adjusting the LS needle.
