be sure your browser is up to date as well as what ever program your usieng to read the PDF (Adobe Reader, Adobe Acrobat, Foxit Reader, etc). If that is out of date the download may fail.

I finally got the file this morning, only 5 tries today.
The 4th try loaded about 99% and died.
