It really needs to be mounted somewhere on the firewall with the face of the valve flush with the cowl. Cut a round hole in the cowl to allow the fuel nozzle to be inserted. Yes, you also empty the tank thru the valve. Pump a small amount of fuel thru it before installing to see which fitting goes where. The side that fuel comes out of with the nozzle inserted obviously goes to the tank.
