Ok, so in reading the posts let me see if I got this right. You are suggesting that someone flying a thousand dollar plus plane should sign a waiver saying that if someone else does something stupid like turns on a radio and shoots him down, he should just grin and bear it because he can afford that plane and the guy who shot him down might not be able to afford the plane, and if he doesn't sign a waiver he should find somewhere else to fly it? Am I close or did I miss something entirely?

Seems pretty dumb. If someone is careless enough to shoot down any plane, they are responsible and are liable, and should pay, no matter how much it hurts. The problem in this country is that people keep shreking responsibility for their own actions. It is ruining this country. If he shoots someone down and can't pay, then put him on a payment plan. Maybe he will learn to look a little more carefully when he turns on the next time. Maybe he shouldn't have been flying in the first place. If he doesn't know which radio is his, put a big darn sticker on it with his name!

If you make excuses for him and say "your not to blame because you can't afford it" then he will think he can do other things and not be responsible for it for what ever lame reason he can come up with.

Make him take the responsibility he deserves. In the case you described about turning on someone else's radio and leaving it on, the one that turned it on is responsible.

Don't make the guy who can afford to fly a large plane take it all just because he was willing to work hard and earn enough to play with bigger toys.was willig to work hard and earn enough to play with bigger toys.
