You are absolutely correct with the 100%.
No doubt you wished to correct my inclusion of 95%.

Measuring humidity in the air is not a guess; it is done with instruments.
When we are tempted to say "the fog can be cut with an axe" it is then dense fog and likely 100% humidity. Often we see (read) reports that includes visible distance that depends on the amount of condensation. More condensation results in the water vapor forming in very tiny water droplets; the begining of rain in clouds above; in such condition the measuring instruments may not register a full 100% but perhaps 95% or anything close to the 100%. Between the droplets the air is not saturated. Thus the reason I included the 95%.

We could say there is different types of fog. The vapor type and the droplets type.
Some information source confuse the type of fog with the method of formation (five ways).
No matter how it is formed . . . fog is fog.
