Mini Sledge and a bench vise. Clamp it in the vise where you want the 90 Degree bend. Let the hammer do the work and let it bend slowly with each wack. Eventually, you will get it where you need it. Too fast though and it will snap. That's how I have done it in the past. As far as the length, dremel and a cutoff wheel.
