Open Question about the brakes.

I am encountering asymmetrical braking, with the right wheel locking up even under the pulse braking mode. The right wheel locks up and causes a unanticipated slide.

Any ideas on setup? Do the wheel axle shafts have to have the same length flat spot? There is a ever so slight difference in the ground flat areas.
