Notice that the typical bad diaphragm is the one opposite the throttle arm and is under the steel cover plate with a little hole in it. This is the diaphragm with the metal center.
There is a gasket that goes against the carburetor body and then the diaphragm and then the cover goes directly against the diaphragm.
