I am afraid you might be correct. That said, if they charge this guy, many people are going to speak out, unless they immediately issue a warrant for the guy who crashed the drone in January.
That said, intent is an important legal consideration. If they have evidence that the guy in today's incident
deliberately flew over the White House fence, he may be more likely to face charges. The other guy was a long way away from the White House, and evidently had no intention of flying his Phantom over Obama's back yard.
