By definition, a drone is any remote controlled or self-controlled unmanned aircraft. Every flying machine in the hobby store is a drone. That would include, kit, ARF and RTF versions of fixed wing and rotary wing aircraft both scale and non-scale. All drones fall within the jurisdiction of public law 112-95.
