I found out about it in another forum. 032 would have meant it is 3.2cc or .19 cubic inch in displacement.

It's a Shilen .19 otherwise known as the Old Timer. Though a new design, it was approved as an original ignition engine for SAM competition.
Ed Shilen was a master gunsmith who produced the DGA (darn good action) for bench rest shooting.
