Scrape it off. If the epoxy cures with a glossy finish there was too much left on. Not a big deal but when you sand it smooth it will take longer and you won't get a smooth transition from the balsa to the fiberglass and it will be visible under the covering.
On the other hand, you don't want it too dry either. I use one of those wonderful fake credit cards they keep sending me in the mail to spread my epoxy and push it into the fiberglass. Sometimes two light coats is better than one heavy one.
