The elevation thing is a servo thing. You need to reverse the servo setting on your radio that controls that channel.

The Tamiya rotation set up is the one design weakness(IMO). Ensure everything is engaging properly and lightly sand the turret locating tab to remove the hard edges. Try a little graphite powder on the sliding surfaces.

I am not sure what tank you have. The bigger the turret the more likely the problem.
