I am not 100% familiar with the actual rules. But someone in that installation WILL be liable if the quad falls out of the sky and injures a spectator. I was a soldier, and the ARMY will deal with it if the "victim" is another soldier. The Proverbial S___ hit the Fan will occur when the quad injures a civilian. You can mark my words and take them to the bank. There are no rules to circumvent that.
The comment about needing AMA because....... is completely unnecessary. The quad would be flown for "commercial" purposes (internal news outlet) and the AMA does not apply. Also, the AMA is secondary to the primary insurance of the quad owner, and the AMA insurance only applies when flown in accordance to the AMA Safety Guidelines, that also state not to overfly unprotected people.
