Without knowing the number of surveys sent out, "3000 out of 150,000" is sort of a partial equation. What percentage of the membership did they want to query, and of those polled, how many responded. If 3000 were sent out and returned, fantastic. If 10,000 were sent and 3000 still a pretty good result.
