Forget AMA rules, Military rules, liability etc etc. She just needs to apply common sense. Is it wise to fly a machine over peoples head. Yes of course there are real airplanes etc out there, but this is completely different. The answer of course is no, it's not a wise decision to take a toy/hobby grade machine that she is not fully trained on and fly it over unsuspecting people's heads. There is a reason she didn't ask her superior officer for permission to do this.....chances are she knows what the answer would be.
