Threadlock does not take very long to set up, when I set my engine mounts I usually wait about 10 to 15min before I run.

Unless Im cleaning the whole car, I dont do anything to the old loctite, I usually just put some more on the screws and tighten em up.
You could clean it off just like any other crud on the car with a brush and nitro wash or something.
