Actually they already have, and it won't even cost any money or require FAA registration. It's unofficially called "RC Microflight". The FAA and AMA combined have just done a great job of promoting it.
As for the people who say not to hold the AMA responsible, I agree it probably wouldn't have made a difference, but they took ownership of the responsibility whether they like it or not, by including the craft.

I had for a number of years, and basically never flew at a flying field that required it, being rural. I doubt I'd do it now however, unless I were to join one.
