Each charter club will be issued 1 paid FAA paper pusher to check papers at every possible flying site ,park.school yard and vacant lot in the continental U.S. Of course it will be the clubs responsibility to pick up the tab.
Of course if your not in compliance "i didn't know" will be a acceptable excuse.
